It might seem obvious: you do not have a good website just because it doesn’t have a manual penalty. Google’s John Mueller confirmed this on Twitter. A webmaster thought that the link profile of his website was good because Google did not penalize his site.

Of course, this is not true. Just because Google does not think that your website is spam does not mean that the website is good:
Not all sites are manually reviewed by the webspam team, and manual actions cover a variety of topics, so not having a manual action doesn't mean that the website is good overall.
