On Twitter, Google’s Matt Cutts told a website owner that his website was affected by a “very mild case of Penguin:”

Does this mean that Google’s Penguin algorithm has different levels? Do not all websites that are impacted by Google’s Penguin update get the same penalty? It’s hard to tell.
