On Twitter, Google’s John Mueller made it clear a website doesn’t automatically rank on the first result page for any keyword just because the website owner does not spam. Google is still searching for the best page for a search query:
Things can always change in search. Also, just because a site isn't spamming doesn't mean it's the best result for user queries.
