How does Google separate popularity from authority?

In a video on YouTube, Google’s Matt Cutts explained that popularity and authority are two different things. For example, porn websites are often much more popular than government websites. Government websites are usually much more authoritative than porn sites.

Matt Cutts said that Google is working on new algorithms. For example, the algorithm could be improved for medical queries. You can view the full video here:
