Matt Cutts is Google’s head of search spam. His department tries to remove spam from Google’s search results. On Twitter, Matt Cutts indicated that another backlink network (Anglo Rank) was penalized by Google:

If you get a link warning message in Google Webmaster Tools, it might be that the message is related to this spam update:

Spamming Google is extremely risky
If you see a ‘search engine optimization’ offer that looks to good to be true, it’s very likely that it’s not true. There are no shortcuts when it comes to SEO and SEO is not the same as spamming.
Some spam techniques can get your website on Google’s first result page for a short time but your website will be penalized as soon as Google detects the spamming methods.
