If your website has been hit by Panda, it won’t help to move your website to a new domain. Google Panda is part of Google’s core algorithm. Websites with low quality content are downranked by Google’s Panda algorithm.
On Twitter, Google’s Gary Illyes has confirmed that it won’t help you website if you move it to a new domain. As long as the content is still low quality, moving domains will not improve your rankings:

Gary Illyes also said that moving potential low quality pages to a subdomain might work. However, it is much more important to improve the content of the pages:
That *may* help in some cases, but really, i'd focus on improving those pages (for users, not for search. For panda that's super important)
